If your server has no invite route open, or if the channels are configured so that arrivals cannot be seen, the sample has nowhere to go and the result will tell you about your settings rather than about delivery. Sort that first. A test run against a closed door is not a test.
They show that the figure in the member sidebar responds and that your server accepts arrivals from outside your own circle. On a platform where the visible activity indicator is the first thing a visitor judges, seeing it move at all is the point of a sample.
Open the server in a client where you are not the owner, or ask somebody outside it to look. Owners see a different view and a different cache, and comparing your own screen before and after is the least reliable version of this check. Look at the indicator, then look at whether anything else about the server changed. A clean sample moves one thing.
